Wisconsin Business Growth Fund, Inc. (WBG) was formed for the express purpose of capturing the benefit of the U.S. Department of Treasury's New Markets Tax Credit Program for Wisconsin's small businesses.

The U.S. Department of Treasury's New Markets Tax Credit (NMTC) Program has been named one of the Top 50 Innovations in American Government.  The NMTC Program was chosen from approximately 1,000 programs representing all levels of government.  To read about this program in greater detail, visit: www.cdfifund.gov.

First established by Congress in December 2000, this program permits taxpayers to receive a credit against federal income taxes for making qualified equity investments in investment vehicles known as Community Development Entities (CDE).  It provides tax incentives to induce private sector, market-driven investment in businesses located in economically distressed communities.  The tax credit provides the investor 39% of the cost of the investment and is claimed over a seven-year period.  Substantially, all of the taxpayer's investment must, in turn, be used by the CDE to make qualified investments in low-income communities.  Allocations of New Markets Tax Credits are awarded through annual competitions and fewer than 25% of the applicants are awarded funding in any round.  The true innovation in this program is the fact that it leaves structure and pricing decisions to the CDE, as opposed to other governmental programs that regulate such decisions.
